I always have bags under my eyes. not as bad as what's in the photo, but you get the idea:( I need something relatively inexpensive that will do the trick. any ideas?

Gossmakupartist on YouTube has a great tutorial for bags under the eyes. It's how to apply makeup, so it won't make the bags disappear, but it will definitely change the look! Check it out, he's my fav :)

Your beautiful! But I'm Indian and we have super dark circles and bags. One trick my grandma taught me was slices of COLD cucumber and use rose water as a toner..witch hazel is great too. It worked for me...hope it works for you! :)

Preperation H might help. I know its a model trick they use to bring down puffiness. I've never tried it. Maybe some others on here have?

Cold tea bags,raw potato slices,cucumber slices,or you can get a spoon and run it under cold water and put the spoon under your eyes.
