I haven't used the mist and set but I would think you could use it for either or both before and after. As for the brush I love it! I have repurchased several of them because they do break where the handle is connected but its only $3 so it doesn't matter. I always have two. I one for liquid and one for powder. It works good for both.

Kinda late just browsing about elf, but I use the powder brush for revlon colorstay liquid foundation.. Works great. My brush never breaks but I keep repurchasing cause the foundation never seems to completely clean out.
