I've noticed brown and gold shadows make blue eyes look brighter.

Depends on your shade of blue. Pick colors that are directly opposite your eye color on the color wheel to really make them stand out, and you can go one section to the left or right as well and they'll still contrast quite well. If you aren't comfortable wearing something like a true orange, for example, try a copper or golden shade that has orange undertones to it. You can also go as dark/deep or as light with the colors as you like, and they'll still work at making your eyes a focal point.
