I recommend using a lip scrub and then a moisturizing balm. A great lip scrub is the sugar scrub by Bliss cosmetics (I think that's the name of the company, they sell it at ulta!) and then use Mac lip condition afterwards!!

Or simply mix a tbsp honey and sugar and use it as a peeling. The best lipbalm is probably carmex, its sad though the flavour is not the best ^^

Don't use lip balm! U get addicted and it leaves them worse afterwards. Scrubs and lip sugars are best.

I'm allergic to petroleum, so I use honey and brown sugar for a scrub, then coat on Burt's bees or lip butter from Korres every night. They aren't perfect, but better than before.
I like my EOS, it makes my lips feel soft, but I don't think it's deeply moisturizing my lips personally.
