I don't think so, I think pencil or powder are your best option or maybe get your brows tattooed on by a professional

At some stores you can find Rapid lash. It also works on brows. Its a little pricier.. but I know that Costco carries it here in Canada at least and its much cheaper and you get a but more in the tube.

Try getting a HD brow treatment from a salon if you have one local that does it... its brilliant youd be surprised what result you can get

From personal experience the only thing you can really do is wait til they grow back. But trust me when I say you need A LOT of patience. I haven't gotten them waxed/threaded since May 2012. But to clean up I pluck the middle and a bit under. Also I'm not sure if this helped exactly... But one day I decided to put a little of my keratin spray (helps strengthen hair) on my brows and the hair it's self looks thicker and darker! It could also be that I trim them ever so little. (Just like when you trim your hair it grows back a bit thicker). Hope this helps! Good luck :)
