Fine sugar and a washcloth. Rub the sugar with the washcloth in circular motions over your lips. Don't forget to moisturize afterwards!

Or you could use honey with sugar in it. Thats good for your skin too. You can also use your toothbrush to very lightly exfoliate, just rub it over your lips in circular motions. But use a very light hand.
