Thinking about dying my hair - opinions.

I've been thinking about dying my hair for a bit now an "off" color such as blue or orange; I've fallen in love with lora-zombie's current hair color. I don't know her real name, but that's what she's associated with on the internet.

Some of the problems I can think of are:
I have a rather dark hair color now, so I would really have to bleach my hair. My scalp already tingles a bit when I tried using L'Oreal's preference or something. I don't know if that's normal... But I think if I tried to actually bleach my whole head that extensively I might have problems. Can I test a piece of my skin? I heard somewhere you can do that.
Another problem I have, is that my hair does not like to take color at all. I tried dying my hair from medium brown to dark blonde and it just turned this funny light brown color with red highlights.
I also don't know what brand of hair dye to buy, I don't really live in an area that sells a lot of funny colors like blue; the only brand around is ManicPanic.
Oh! And I also don't want to bleach my hair so much that it completely kills it. I'd like to get around that. I use Treseme Color revive? Something like that. But both the shampoo and conditioner. I also have the L'Oreal condition I got from using their hair dye. Will that save my hair? lol
