Maybe it's just the cold season and my skin is drying out but if feels so rough! I'm thinking about getting the Cetaphill moisturizer before I apply my Revelon Colorstay primer. I apply Revelon Colorstay foundation but I feel like it's my technique applying the foundation that makes my skin look rough. I use an Elf powder brush. Any tips or options? I HATE looking in the mirror and seeing that I look dry and powdery! I don't even apply powder since it already looks like I applied but I really didn't!

Definitely moisturize before you apply anything to your face. Moisturizing is very important and it will make a world of difference. And if you're going to use a brush I'd recommend using a buffing brush for foundation, Real Techniques make a nice one. Or elf's stippling brush. A powder brush probably isn't going to give you a good finish with a liquid foundation. Or you can use a beauty blender sponge. They have knock off brands too so you don't need to splurge on the real thing if you don't want. And when its time to set just use a very light dusting. Also you could use a setting spray to bring it back to a more dewy finish. Urban Decay's "Dew Me" would probably work well.
I hope at least one of these work for you :)

As many have said moisturize and prime your face. Setting sprays also help with keepin makeup in place but also balancing out your makeup. Fix + from mac is good and also skindinavia setting spray works well too.

Before you do your make up if not buy toner cleanser and a moisturiser for your skin type. Dry most probably.
Tone cleanse and moisturise your face and allow the moisturiser to soak in. If it hasn't dont worry start with your primer and carry on from there as usual. You should wash your brushes/sponges atleast once a week to remove bacteria from them.
Extra tips- exfoliate, use face masks and if your skin still is dry apply loads of Vaseline the night before and leave it on whilst you sleep them tone cleanse and moisturise the skin, that's what I do when I have bad dry skin days works wonders!
