i would recommend getting the urban decay naked original palette for the eyes, or too faced natural eye palette. if you are into darker colors get the smoked palette by urban decay. for budget friendly palettes i reccommend that you get the 120 eyeshadow palette from bhcosmetics.com they have sales going on and ita very worth it for the price, and they do have blush and concealer palettes as well.

Inglot has great customizable palettes in different sizes and pretty affordable. You pick all the shadows yourself and they have lots of choices. I love my naked palettes. Also wet n wild has affordable palettes and the shadows are great. For cheeks - on makeupmania you can make your own blush palette using la femme blushes (which I really love) and there's a ton of color choices. Good luck on your search!
