It can go either way.i personally conceal because I can actually see if I can use less foundation or if I need to use more foundation.

I do foundation cause if u do concealer first it might be to much product. And when you do foundation first u know how much concealer u need after some coverage.

I use foundation first then use concealer to highlight my face since I don't have any problem areas I need to cover up. But foundation first smooths out your face & makes it even. Conceal last because you can still see what areas need to be covered that wasn't by the foundation. Saves more product.
