Refrigerate tea bags or spoons. Personally I prefer spoons (: it reduces puffiness. To prevent over drying the sensitive eye area, my dermatologist suggest eye cream instead of gel. My dark circles are hereditary and I have sinus problems. So they can only be lessened and not gotten rid ):
