I have EXACTLY the same issue. Ive been told mine are related to broken capillaries right underneath my skin because the veins are to close to the surface. I've tried all the expensive creams and concealers. I finally just went back to glasses but the cream I am using does reduce the severity and puffiness. It's from Dermadoctor and it was $48 at Ulta.

Every morning right when you wake up put cold water on you face a few times. Then put ice in a cup and dip a spoon in it, then when it is cold put it on your dark circles. It feels good and it helped me so much.

i agree with the spoon method. put it in the fridge or freezer and roll it under your eyes twice a day, this will get the blood moving right along therefore making the dark circles less pigmented in coloration. You can also try the garnier roll on dark circle concealer; it has a metal ball which is sorta cold lol and the formula is awesome. Brightness and isn't thick yet still gets the job done. Hope this helps :]
