Popsicle lips are sheer lipstick that can build up a bit of color but are supposed to let your natural lip color still shine through just like a popsicle. I have a lipstick like this and I even wore it today I really like it because it stains my lips without looking unnatural, keeps my lips soft, and doesn't smudge off even after eating and drinking a lot:)
