What are the odds of a red strip of hair being re-bleached and dyed teal? It would be done by a professional, but hair is naturally very dark. I don't want the hair too destroyed!

I'm assuming the portion is bright red?
No problemo. That segment of hair has already been lifted considerably to get the red in the first place. You don't have to lift the virgin hair color out - just the red pigment.
