Hi Nikelle, use an eye shadow primer on your lid before you apply any eye shadow. I like Urban Decay Primer Potion - your shadow will not move! You can blend either of the types you listed as well, just have to ensure you use the right blending brush.

Most eyeshadow will stay longer and look more vibrant with a base or a primer. As people have mentioned before you can use a base like the color tattoo shadows or an eye primer like the Urban Decay primer potion.
I would say the best, long lasting combination would be a primer, then a cream base like the color tattoos or another cream color such as NYX jumbo eye pencils and then a powder shadow pressed on over top. Personally I think urban decay makes the best eyeshadows but MAC is also a good brand. I personally haven't tried anything from them just because I've been happy with what I have from UD so far :)
Oh and I would never use a cream shadow without a matching or similar color in powder form on top. Cream shadows will usually crease and get patchy if not set with a powder.

I use maybelline color tattoos as a primer. You can use the white color to intensify your eyeshadows. Or you can even just wear the other colors alone. I like to use the color barely branded which is a nice natural bronzy color and then add neutral shadows over that for a nice neutral eye (:

@ Courtney B. - Barely Branded is similar to the Fall Limited Edition color Barely Beige, which looks great with neutral shadows layered over! :D ^
I think no matter the shadow type, it will always perform best with some kind of primer- which you might have to shop around with because some will work for one person and not another. You can always blend different eye products when working- see what works for you!

Kiko has crazy good eyeshadows :) they' re full of pigment and they last really long

Cream lasts the longest, but it depends on what type of eyelids you have. If they are dryer, you would want a cream, however, if you have oilier eye lids, pigmented powder would be preferred.
