L'Oreal Extra-Intense Carbon Black liquid pencil eyeliner. It is a pencil but glides on as smooth as liquid....good control with line width.

Urban Decay 24/7 liner in Perversion. Cannot recommend this enough, seriously the most amazing, creamy, super black eye pencil.

I agree w/Alice...urban decay eyeliners are the best and have a smooth consistency when you put them on. The urban decay pencil sharpener is the best I've ever used too!
