Hair Dye Question

I have dark brown hair and want to get it to be a dark blue. I have tried this once but I wasn't too happy with the results. I want the color to be more intense but I do not want to bleach my hair. Would it be safe for my hair if I left the color in over night? Or is there any other ways of intensifying the color?

Also, last time I applied the dye, I used petroleum jelly to keep the dye from staining my skin, but the jelly got on my baby hairs and they stayed brown. So I bought some more dye and fixed it but had to spend a good amount of time scrubbing at my skin to get the blue splotches to go away. Is there a way i can avoid these problems? I am obviously not a hair dyeing expert and need help!
