LA Splash glitter base was awesome but apparently it's being discontinued. My way of adding glitter has always been with Sally's glitter gel adhesive. I'd just squirt some out, pour a lot of glitter on it, and then mix it together. http://www.youtube.com/watch?v=K1y-TU9tE2g

I haven't bought anything from this company in a lonnnng time so products may have changed, but Medusa's Makeup make loose glitter and an adhesive almost like a wax. I only ever bought one but I loved it. The glitter was gorgeous and it stayed well with the adhesive.
Too Faced also has a glitter adhesive I believe. I haven't tried it myself but I know of it. So that's another option

I used to be a glitter fanatic and I always used loose glitter basically what I would do is take a q tip get it wet, dip it in the glitter and apply. I never had problems getting it to stay all day. Now I just use glitter liquid eye liner.
