I am having issues with the liner I place on my bottom water line smudging under my eyes and making me look like a raccoon. Any advise on how to keep this from happening?

you could always put a little black shadow on top of the liner, and I'll say never forget to prime. If that doesn't work then try a different band Loreal Voluminous Smoldering liner is great of Urban Decay 24/7 liner pencil in zero is good too.

I am using the NYX jumbo pencil it does great for the upper line but when I want a more dramatic look and line the bottom I have the problem of it running. I'll try the gel and see how it goes. Thanks!

Ahhh thats your problem! The jumbo pencils are meant to be used as eyeshadow bases, if you use them as liner then you need to set them with a shadow or they will run and crease.

You could use a waterproof liner or you can take a transparent setting powder underneath your liner and set it so that it won't run.

I heard of wearing loose powder so your makeup won't smudge, other than that waterproof eyeliner .

I would recommend Too Faced perfect eyes eyeliner it works great and stays all day almost but is kind of difficult to sharpen but it has great lasting power.
