I put a base coat and two coats of any nail color, on my nails, and let them dry. After that I used the base coat, again, over the nail color, and applies feathers over it, while it was still wet. Once the base coat is dry and the feather is properly adhered, I pained over the feather with a top coat. :-) If my directions are confusing (as they usually are) you can look up feather manicures on YouTube.
