liquid eye liner works good to make eye color pop. for blue eyes i would use brown tone eyeshadow. u can try putting pearl eyeliner or eyeshadow at the corners of your eye.

Try orange! I know it sounds like an odd shadow color, but if you get a coppery shade that leans orange, your eyes will stand out a ton. If you can, try to find the Sephora + Pantone quad-- it's got a perfect burnt orange shade, plus 3 others that are great neutrals. It's huge and I got mine on sale for $9! I also like browns, bronzes, and deep purples with blue eyes.

I have dark blue eyes. Power surge eyeliner from MAC amazing !! Been using that for 12 years (I'm not kidding- it's the perfect muted gold toned eyeliner. Nothing compares)..... But grey utility also by Mac (it's like a bluish charcoal color).... Eye shadows-pinks, purples, and greys really make my eyes pop! Not to mention false eyelashes always do the trick!!

I suggest you get your hands on the Wet N Wild palettes in Comfort Zone and Sparkle Till Morning. Those both have the perfect shades in them to make your blue eyes stand out
