I have super dry skin and I find that if your base (moisturizer) is thicker and dewy, it will help the dewy effect. Also, go for moisturizing and dewy finish foundations such as maybelline fit me (my favourite for dewy look), loreal true match lumi, rimmel wake me up, revlon age defying. Apply the foundation and any concealer with a damp sponge. This will also contribute in providing the dewy look. Then, you have a choice to leave it there or add a dewy finish makeup spray.
