Can you put bb cream on then foundation?

You can do anything you want with makeup! BB creams are designed to be a multitasker, and provide light, easy coverage, so if you're not looking for that, then maybe a regular foundation would suit your needs. BB cream, then concealer, as Autumn said, would be a god solution if you want the wear of a BB cream with a bit more coverage.

If you want some have primer in them.

It might be a bit too heavy. Use bb cream plus concealer maybe but I would do bb and foundation. To me that screams clogged pores and breakouts.

Yes! That's actually what urban decay recommends for a full coverage base :)

But it can look a little bit heavy.

To achieve full coverage you can use both, if I were you I would experiment and work out what you like and what you don't.

I use BB cream under my foundation as a primer. It also has sunscreen in it. Also, it doesn't look too cakey. Go for it!!
