A great budget friendly liquid liner that I have been using for years is Maybelline Line Stiletto liquid liner. Lasts through workouts and 12 hour days and doesn't eat your wallet clean. I wing it every day and this is my HG liner. If your looking for waterproof/bulletproof liner go for Stila's Stay All Day liquid liner. This one is great because it is a liner pen; liquid built right in so you never have to "dip" your applicator back in the pot. The only down side is it is very pricy! I use it for special occasions when I want my win especially sleek and sharp. But not for every day. But if your a perfectionist this liner may be your daily go-to. ^_^

I'm not all too fond of liquid liners, but I tend to use only the liner my mom got me for my graduation. Its a Chinese label, so I'm unsure where it's stable point is. But I'm sure it could be found online. It goes on quite nicely and dries on contact.

NYC or ELF. both are amazing. NYC look gelish to me. My cousin said it looks like clay. ELF dries nicely and looks matte. love them!
