Get a stocking and fill it with a bunch of inexpensive things that you think they'd like. Candy, ELF makeup, go to Dollar Tree, go to the $1 bins at Target, $5 poster from WalMart, cute keychain, nail polish (the Ice brand at drugstores is inexpensive and has a lot of pretty colors!!), a candle, a pair of fuzzy socks, or whatever else you think they might like! If they like books you could go to Books a Million and buy a book off one of their $1-$3 racks they always have. WalMart has huge bins of dirt cheap movies and CDs. Go to Marshalls, Ross, or TJ Maxx and look at the clearance section of the home and decorating sections! They usually have really cute cheap stuff like picture frames, mugs, etc.

Hopefully you have a Daiso nearby? I just visited my local one, and they have a new inventory of SUPER cute/cheap Dollywink knock-offs of their lashes, and they're only $1.50 each!
I like to collect samples of pigments whenever I drop by MAC to make a purchase, and for the ones that don't work with me, I include in a little goodie bag with the other smaller purchases I've made. I like the Korres lip butter/gloss sets and you can easily piece those out to make multiple goodie bags. I also like to include Salux towels and Odango hair accessories from Asian markets.
