It matters on your skin type if your skin doesn't have pimples only discolouration then bb cream is for you because foundation is thicker and doesn't blend in as easily as bb cream.

The things I'd say are most important are mascara and powder :p concealer if you like using it but I think those easily enhance everyone's beauty :)

Bb cream is rubbish, I feel. However if you have young skin then you may not want a heavy foundation. My must haves are; a good foundation with full coverage such as double wear by Estée Lauder. A lengthening mascara, for example telescopic by l'oreal or hypnôse by Lancôme. A goo primer, I use either primed and poreless by too faced or smashbox colour correcting primer. For powder either Clinique or bare minerals. Blush I like cliniques, and a good highlighter, I like YSL touché éclat. And a concealer if needed. Brow pencil. Also a bright lippy will finish off the look
