I think it is okay, but don't do anything else! You don't want to ruin your youthful skin! Mascara is okay too!

You will have a quite natural look when your young, so too much will look Carey and odd, so I would use minimal amounts on the top lid to keep it natural

I'm 13, and I honestly think that there are other ways to make your eye stand out and is way more natural... What about use a thin line of black eyeshadow instead?
