If its dry, just try a thick cream like the cetaphil moisturizer in a tub or the one that beck h suggested :) If its flaking, steam your face and rub your face over the flaky patches with the fingerprints of your fingers...if that made sense. :P That way it won't be irritating on your skin. After removing g your dry flakes it will probably be really dry so probably layering different moisturizers or one moisturizer in thin layers will help. I Like to use aloe vera gel to soothe my skin because I do have redness many times. Then I use layers and layers of the cetaphil moisturizer until my face feels moisturizeres and not tight.

Also, your house might be dry. Usually furnaces have humidifiers in them so if you don't and you're willing to, buying a small portable humidifier and turning it on in your room while sleeping will help keep your skin moisturizer incredibly.

Most home oils that you can find in your kitchen are too thick if you can't afford to get Argan oil or some kind of facial oil try the body shop beautifying oils there for your face hair and body and there's so thin because it's a dry oil but they still moisturize deeply! Only $14 to you can get it at the body shop ulta or online:)
