I think it depends on the person. Everyone has their own way of doing things. I always do my makeup then my hair but that's just me.

I do my make up first then hair because when I do my makeup I grab my hair in a quick bun to move it out of the way, so I wouldn't want to mess up my hair

I like doing hair first only because with hot tools my face tends to sweat (gross, I know) and I hate when my makeup melts off so I do my makeup after my hair's done.
