Rimmel hide the blemish is a really nice cheap concealer that provides medium to heavy coverage. Its best for blemishes but it works well on dark circles too. The only thing I don't like about it is that it in "lipstick" form so you don't get that much product plus it can be a pain to apply but the formula itself is really good.

Just put a little powder over it and it should do the trick :) I use rimmel stay matte powder and it's like 2 dollars
