I'm on accutane, and my dermatologist recommended Cerave moisterizing cream for dry to normal skin. I've been using it for over a month and my skin is still dry, itchy, and flaky. Any suggestions?

Dr. jart ceramidin liquid! I've got flaking tight dry skin right now (thanks winter) and when I put it on the dry flakes disappear (and don't come back for the day even in -20 weather). Very gentle and soothing and moisturizing. it's a serum so I recommend still using a moisturizer too. but whatever moisturizer you use this will definitely supplement it so maybe you won't have to use a super heavy / oily one as that may aggravate your acne.

Accutane can seriously mess with your system. In this case it seems to have really messed with your skin's ability to maintain a moisture barrier.
It may be worth telling your derm that normal moisturizing products are insufficient.
However it may also help to bring something more extreme into your skincare temporarily.
Something like the CeraVe Healing Ointment could help. It's basically a more advanced Aquaphor formula.
The goal with products like these is to create a temporary occlusive barrier that absolutely prevents water from escaping your skin. When your skin doesn't have to worry about moisture loss, it can better repair itself.

What about an Argan oil, or Squalene (not derived from sharks of course!) oil? Or would increasing your diet with good plant fats help such as Avocado, almonds, salmon, etc.help? I do this when it's -14 up here and all my skin is tight and flaking (and I'm super oily) and it helps.
