Check out elf and nyx for powder and colourpops is more of a cream to powder but I wouldn't put them in either category. revlon's skin lights is a good one for liquid. there are a few eyeshadows in the drugstore that make good highlighters. hard candys tiki bronzer ( I believe it's a bronzer) isnt a dupe for may lou manizer like many think, but it is close. are you looking for something with more of a sheen or something shimmery?

I was pretty surprised how well the wet n wild Fergie highlighters are. Here is my pic of swatches left to right applied wet and dried. Left is Rose Champagne Glow and then it's Hollywood Boulevard :)

I loooove the physician's formula shimmer strips nude face & eye palette. It has twelve individual shades ranging from whites, creams, champagne, pink, golds, and bronze. You can use them individually or swirl your brush over all of them. It's not a super intense highlight, so it's probably good if it's her first time highlighting.
