You can try biotin supplements. Depending in the brand, the usual side effect is headaches. Also working out increases blood flow to the brain. Other than that, see a doctor.

When I was little my mom use tomatoe soap or the pulp to make my hair grow. I'm not really sure if it did anything special but every time I cut my hair now it grows fast even though I don't use tomatoes anymore. I also hears if you wash your hair with cold water it might help.
