Try white eyeliner on the waterline and a VERY thin line of brown liner slightly smudged on the upper lash line :)

I have this too I have a lazy eye and even my eyebrows look different so I need to draw one higher than the other if that makes sense..I never really wear eyeliner on the top lids but if I really want to I wear brown and I put a little more mascara on the bad eye...I wear brown eyeliner on my bottom lids too cause it doesn't draw to much attention.. hope this helps...(",)

I have a similar issue my eyes are uneven and so are my eyebrows - for the smaller eye take your eyeshadow and extend it outward past the natural crease of your eye - and focus on the outer corners of the eye to help it to appear larger.

If you want to fix your lid you can try using eyelid tape. If you put it on the eye that needs help every day for a long period of time it becomes your new crease.
